Keep header contents together

I have a report with a primary and secondary group header. I have no detail.
The primary header contains QuestionID and Question fields. The secondary
header contains AnswerRating and AnswerMeaning fields. The secondary header
also contains a calculated field =count([RespondentID]).

I want to ensure that all the information relating to each question is on
the same page. The properties for the Question header is set to Keep
Together but that doesn’t seem to work. I have then set the Keep Together
property in the Sorting and Grouping dialogue box to Whole Group and that
does the trick.

I’m glad to have found out by trial and error how to do this. But ….what
does the Keep Together property in the Question Header do?

Open your report in design view.
Click in the Question Header section.
Display the Question Header property sheet.
Select the Format tab.
Place the cursor on the Keep Together line.
Press F1

So my understanding is that the Keep Together property for the header section
keeps just what is in that section on the same page – that is only the
contents of the actual group header. Is that a correct interpretation?
