Why was this shown to me in the "Solve computer problems" rather than
part of a Windows update? I went ahead and downloaded it anyway, but I
thought that was a bit odd?
 
This update hasn't been released to Windows Update yet.

Because it's still sort-of a Beta update. It's mainly only supposed to
be used for those suffering from the issues it fixes.
