when I apply this fx i receive the following error message:

The version of internet explorer you have installed does not match the
update you are trying to install.

The patch is for Win XP sp2

I have verified that IE 6 is sp2 and that sp2 is installed for Win xp

Long story short: You don't need it & you can't install it, in part because
you've installed a more recent Cumulative Security Update for IE.
