Both Add/Remove programs and Configure your Server fail to
lauch as described in this KB article
(http://support.microsoft.com/?kbid=265829). I followed
the resolution to no avail.

The server is running as Terminal Services - Application
Mode --> so I am dead in the water without add/remove
application.

Any assistance is truly appreciated

Try going to the command prompt and type the following:

change user /install

now install any app you want, then either reboot or type:

change user /execute
