just need to use Access

I have a new database program that was created in Access. I need to have
Access installed on my system before I can even use this new database
program. I don't particularly want to spend the required money to purchase a
new MS Office Pro 2003 when all I need to use is a single program. Also, I
won't be doing any editing to the database program that I will be using.
Having said that....is there something I can do or get that will allow me to
use my new database program without purchasing the full blown MS Office Pro??

Yes. You can buy Access as a standalone program, without buying the
Office Pro suite.

Depending on who constructed the Access database you want to use, they
might have the appropriate "developer's edition" to give you a Runtime
version of Access, royalty-free. This will let you use a database
without allowing any design changes.

The database program I am using was created by the EPA. I have no way of
getting a Runtime Version from them. Is ther some other resource where I
might be able to get this?

Unfortunately, there's no legal option for you, other than to buy VSTO
(Visual Studio Tools for Office) so that you can get the runtime yourself,
and that would be far more expensive than simply purchasing Access 2003 (as
you need Access 2003 installed in order to be able to install VSTO)
