Just-In-Time Debugging

I was asked to look at a Windows XP Home Edition machine that has a problem
with the
Just-In-Time debugging window opening up when almost anything is attempted.
I thought
this might be a worm related problem but now think it might be a problem
with Microsoft Visual Studio.
Any suggestions for turning this off was welcome.

The machine uses dialup AOL 8.0 for internet access, has no AV program, and
needs 38 of the Windows
Updates. I need to cleanup the enviroment before I can try any long
downloads.

Ideas?
