Junk Mail set to High but all SPAM still coming into Inbox

I have set the Junk Mail at High but ALL of SPAM is still coming into Inbox.
I went to Tools-Options-Junk Mail-High. I have no rules set. I don't know
where to start to troubleshoot it.

yes. I did have my email somehow in safe recipients list. I thought I would
watch it for a while and it is still not sending obvious SPAM to Junk Mail
folder. Any other suggestions?
 
Can anyone out there help me??? The SPAM is driving me crazy.
I have changed settings, rebooted, and made sure that my name and email are
not on any of the lists.

I'm sorry to be back but this is happening again. I went to the Outlook Spy
and went through the steps again but of course, the Junk Mail Folder is not
there as I deleted it the first time. Any thoughts?

Try starting Outlook once with the /resetfolders command switch. Also, I
don't see anywhere where you've stated your Outlook version.
 
I'm sorry, I should have informed that in the first email. Outlook 2003. I
started Outlook with resetfolders command switch and nothing...
I just loaded Visual Studio Web Developing if that may have anything to do
with it.
