Junk Mail folder shouldn't show pictures in messages

Why do messages in the Junk Mail folder automatically download and show
pictures, when messages in the regular Inbox don't? This is Outlook 2003
related. I would think suppressing the pictures in the Junk Mail folder would
be as important as blocking them in the Inbox.

Office 2003 SP2 changes Outlook to now show HTML mail in the Junk Mail
folder as Text only so you don't see pictures.
