Junk mail and Local Exchange

If you set a domain in the safe senders list that is the SMTP domain of your
local exchange server would it basically allow all of your exchange users to
send and never be placed in Junk mail within your organization?

The caveat of this is a user on our local exchange server has other users
sending expense reports and recently Outlook started sending them to the Junk
Mail folder. So if by putting the domain in the safe sender list this will
make sure that our local exchange users are not put in there that is what we
are after.

I believe that would work only if come through the smtp connector... but
outlook shouldn't be sending internal email to the junk folder unless it
comes through the smtp connector.
