Junk Email Rules Wizard

I've had a lot of difficulty and frustration trying to
develop efficient filter using this Wizard. Can someone
help?

1. I've inadvertently deleted my EXCEPTION LIST from
this Wizard. Does anyone know how I can get it back
(Create a new one? Download it? Where does it go?)

2. If I create a rule to check names in my CONTACT
Address Book, it seems to work only for EMAIL ADDRESS 1
in the CONTACT. Is that correct?

3. I'm trying to create a second 'exception' address
book (like CONTACTS) in which I can put legitmate email
addresses to be excluded from rule processing. I tried
creating a new Personal Address Book for this purpose,
but the processing seemed to ignore names/addresses in
that PAB. Does anyone know why, or how I can create
another Address Book for exceptions?

In general, the Junk Email Rules seem to have been
designed with the assumptions that:
1. junk email are exceptions
In my world junk emails are the rule - over 90% (130 of
150 a day!)
2. junk email can be managed by filtering on address
Spammers change their sending addresses faster than Bush
changes the reasons for going to war in Iraq.
3. junk email can be managed by filtering on content
Filters search on text and do not work on HTML or graphic
content. Also, there is not a database large enough to
record all the different ways to spell VIAGRA!

I want to treat Junk Email as the default, and create
rules to filter 'in' legitimate email.

If anyone can help, or offer any suggestions, I'd really
appreciate it!
