You're contrasting "jpeg" and "File, but that's not correct. A
jpeg is just a type of file--one of many graphics format files.
There are many programs that can change from one graphics format
to another.

What kind of file is it now (what is its extension, the part of
the name following the period?)?

you can use PhotoShop and open that image file and change to JPEG

Your original file must be a graphic file.
