Your symptoms are consistent with not having loaded the "graphics filters".
They come with Office Pro and with standalone MS Word, but not with a
separate copy of MS Access. You have to install them with the Office
install. You can "reinstall" just to add them.
It's a help to know how you are displaying the pictures... e.g., an Image
Control or a Bound / Unbound OLE Frame.
If the latter, then you need to register an automation-enabled image
processing program for the .JPG file format.
