jpeg saved as bitmap

Why does the option to save jpegs only as bitmaps occur
when temp internet files becomes too large? If space is
the issue, why doesn't the save command simply grey out
when ie temp files is too large? Or better yet, why
isn't there a warning message describing the problem and
solution?

Clearing the Temporary Internet Files usually fixes this.
