jet engine in access

I can't get my access xp to open any databases. It keeps giving me this error. Please help

Cannot open the Microsoft Jet engine workgroup information file. (Error 3358)
You attempted to perform a security-related task, but the workgroup information file (typically System.mdw) required for the task cannot be found.

Search your hard drive for two files: System.mdw and wrkgadm.exe.
Click on View > Details, so that you can see the path ("In folder") information. Make a
note of the path that is shown for System.mdw.

Double-click on wrkgadm.exe (Workgroup Administrator) to open it. Click on the Join...
button and browse to the folder that contains System.mdw. Select this file.
