What is the newest version of jet compatible with access 2003?
And are there any complications, or anything I should be aware of when
attempting to upgrade to it?

I have just split a production db and it is causeing a CANNOT OPEN ANY MORE
DATABASES message. I have found that this may be due to exceeding the
tableid limit, so I thought if I can upgrade jet, that might help.

Does anyone have any other ideas?

Jet 4.0.

Upgrading from what?

No, because Jet 4.0 comes with Windows. You can't upgrade to anything
newer that Access 2003. Furthermore as this is an interesting message
with a number of causes I doubt that A2007 will do any better.
Although it is possible.

When is this message happening? When opening a report with lots of
subreports? A very complex query?

The error happens when trying to export or print the report, from the preview
screen. This is a very complex report made up of many subreports and multiple
queries.

Yup, A2000 and newer seems to hit that message sooner than A97.

You will need to simplify the report somehow until the message goes
away. I'd suggest starting with some of your queries and making the
more complex ones to append to temporary tables and run your reports
off of those temporary tables.

See the TempTables.MDB page at my website which illustrates how to use
a temporary MDB in your app.

Also you might be able to move some subreports to the main report and
turn their visibility on and off as required. A side benefit would
be speeding up the report.

Performance is worse after splitting - My personal experience
aka How to speed up complex forms and reports with many records each
with subreports.
