jeg - can't open in an email

When I try to open a jpg in an email I'm getting the error message "This
action is only valid for products that are currently installed." I don't
understand because when I open a jpg in Windows, it's not a problem - I'm in
Windows Picture and Fax Viewer. I've tried Open With, clicked Choose
Program, selected Windows Picture and Fax Viewer, always use this program,
but I get the same error message. You'd think it's not installed but I'm
using the program when I open from Windows Explorer. I've probably checked
something off/on but I can't figure it out. Any thoughts? Thanks in
advance.
