I recieved the email that says to delete the jdbgm.exe
file because it is a virus that comes through MSN
Messenger, and I deleted the file as the email
instructed. I just recently found that the email
notification of the virus was a hoax and I was wondering
how I can get this file back onto my computer and what
effects of deleting this file will have on my computer.
 
None.

Unless you are a Java developer. Next time don't believe spam hoaxes so bloody easily.

You really don't need to worry about it, but here's a quote from the Symantec
Site with references to get it back if you feel the need.

NOTE: If you have already deleted the Jdbgmgr.exe file, in most cases, you do
not need to re-install it. The following quote is extracted from the Microsoft
Knowledge Base article, "Virus Hoax: Microsoft Debugger Registrar for Java
(Jdbgmgr.exe) Is Not a Virus (Q322993)."

"The Microsoft Debugger Registrar for Java (Jdbgmgr.exe) is only used by
Microsoft Visual J++ 1.1 developers.

If you follow the e-mail message instructions and delete this file, you do not
have to recover it unless you use Microsoft Visual J++ 1.1 to develop Java
programs on Windows XP, Windows NT 4.0, Windows 98 Second Edition, Windows 98,
or Windows 95."

If you need to restore this file, follow the instructions in "Virus Hoax:
Microsoft Debugger Registrar for Java (Jdbgmgr.exe) Is Not a Virus (Q322993)."

I received an email that said I should delete my programs folder and now
all my apps are gone. What should I do now? I always trust my email.
 
Unless you are a webpage designer, deleting the file will do
no harm. It is a program that allows the webpage designer
to debug his Java script code.

Fortunately, as hoaxes go, the effect of this one is very mild.
Yes, it was a Windows file and no, it shouldn't have been
deleted. But the file is the Java debug manager, needed only by
Java programmers. Since you're obviously not a Java programmer
(if you were, you would have known not to delete it), there's no
real harm been done. You don't need the file, and although it's
easy enough to get back, you don't need to bother.

Next time, don't be ready to believe E-mail messages about
viruses, even if sent by your closest friends. Most of them are
hoaxes, spread by unwitting dupes of the hoaxsters.
