"its safe to turn off your computer" message

I seem to have the opposite problem from everyone else. I used to get the message " its safe to turn off your computer" when I shut down. My new computer with XP and my old computer (upgraded from 98 to Windows 2000), both now automatically shut off when I shut down. I WANT the message " its safe to turn off your computer" to appear! How can I do this?? Everyone is giving help on how to stop this, but I want to enable it.

With 2000 and XP, you won't get it and it isn't necessary to get it.

It's an image in a sys file. Shutting down Windows 2000 or XP would have to call it. That's not going to happen in a fashion you can use it. Sorry. I think the file in Windows 98 was shutdown.sys or something like that.
