On my Laptop I have a small program that is called ISTsvc.
there is also a reference to this file in my regestry. Can
someone tell me what the purpose is for this file??

go to www.google.com and do a search fo it. Looks like a trojan.

It's propably malware (spyware). This might help you to get rid of it.
