Isn't the notification context menu bug annoying?

I know this bug has been there since Windows 95, and Microsoft calls
it a 'feature', but it's still very annoying. When I accidentally
click on a notification (tray) icon and a context menu pops up, I
cannot make it disappear by clicking elsewhere. I have to choose one
of the menu item.

For example if I have accidentally clicked on the notification icon of
Outlook, I have no choice but to click on "Open Outlook" because all
other menu items are toggling options. Is there any general way to
make the notification context menu behave as normal popup menus do? If
not, isn't that annoying to you? What do you think?

I dont see that effect for right or left click, which icons behave that
way, is it just Outlook ?
I get rid of the tray items' context menus by left clicking empty
desktop but I don't have Outlook.
I have a lean tray with just four icons plus two hidden, an auto hidden
taskbar at the top and run in Classic mode but I don't know of a
particular setting.

I've never had that problem, regardless of which version of Windows I
was using. I simply left click on the taskbar, desktop or whichever window
is open at the time and the context menu disappears.

I have seen some instances where the context menu refuses to close, but this
is how the tray icon itself was programmed, not a bug or feature of Windows
itself.

I don't recall what program(s) I had this trouble with, just remember it
being annoying enough to get rid of whatever tray icon was doing it.

Must not have been anything very important to me. :)

But I do have to point out how often people blame Windows/Microsoft for
someone else's poor programming.
