IsDBNull build error with a reference to VisualBasic?

If I remove the reference to Microsoft.VisualBasic, I get a build error on
IsDBNull:

"Name IsDBNull is not declared."

I thought IsDBNull was within the .Net System class?

The documentation specifically states it's in the VisualBasic namespace.
