Is warning message legit?

Several times I have had a window headed Microsoft Internet Explorer pop up
with the following message:
"Notice: If your computer has errors in the registry database or
file system, it could cause unpredictable or erratic behavior, freezes and
crashes.
Finding these errors can increase your computer's performance and
prevent datea loss.
Would you like to install WinFixer2006 to check your computer for
free. (Recommended)"

When hitting "Cancel", two or three subsequent WinFixer2006 windows
appear with persistence until they are all x-ed out. Is this a legitimate
Microsoft message, a third party help, or what?
