Is USERDUMP redistributable?

We have an application that can take advantage of USERDUMP to create
dump files in the event of a trap (see
http://support.microsoft.com/default.aspx?scid=kb;EN-US;241215 for more
info). I'm trying to see if this SETUP.EXE is redistributable or not -
we would like our customers to install this, but we're not sure if we
can include it in our application, or if we should implore our customers
to download and install it themselves.

I can't find anything regarding the licensing or distribution
restrictions for this - it's a part of the OEM Support Tools package.
Anyone know for certain?

Just in case anyone is Googling for the same answer, here's what I
found:

When you unzip the OEM support tools, in the LICENSE subdirectory is a
file called REDIST.TXT (contents follow):

Support Tools for Windows NT and Windows 2000, Release 3
Rights and Conditions for distribution of Redistributable Code

You may redistribute all files contained in the SOFTWARE PRODUCT,
provided you
comply with (i) all terms and conditions in the EULA and (ii) the
following
additional terms and conditions:

- With the exception of the sample source code located in the SOFTWARE

"samples" directories, you may not modify or make changes to any file.
