Is this safe to do?

I constantly deleting my temp. files by going to TOOLS, then INTERNET
OPTIONS, then clicking on the "delete files" and "delete all files in the
temporary internet folder".
However, when opening the FIND --> FILES AND FOLDERS and typing *.tmp,
this still brings up some 3000 odd *.tmp folders.

The last few times I've run a virus scan, it's taken much, much longer than
normal. When I look at when the scan is crawling, it's always
something in the temp/folders that making it take so long.(It use to
Virus-scan in
around an hour, now it takes about 10 hours so there's a lot of crap
somewhere that's making it take so long.)

Someone said to;" dump the contents of the C:\Windows\Temp folder",
Is this done in; FIND --> FILES AND FOLDERS ?
If so, when opening the FIND --> FILES AND FOLDERS, should I type in
C:\Windows\Temp folder there and then delete everything after first
rebooting?
If I'm not explaining it right and there's a better way of explaining it to
me, I'd be very thankful
Again, any help and assistance is greatly appreciated.

Reboot
Open explorer and navigate to c:\windows\temp
Select all the files in this directory and delete them
Navigate to C:\Documents and Settings\yourusername\Local Settings\Temp
Select all the files in this directory and delete.

A search on *.tmp and then deletion of all the found files is quite safe.

You can also use Disk Cleanup, from the Start- Programs-Accesories-System
tools menu.
or type cleanmgr in the run box

I'm really a computer novice and some of the things you've mentioned I'm not
sure how to do.
When I go to FIND --> FILES AND FOLDERS and in the Look in: box is
C:WINDOWS\TEMP.
When I click the Find Now button, it pulls up 3970 files.
Is it safe to "select all" and delete them or am I possibly deleting
something necessary to run programs?

Again,any help is greatly appreciated.

It's perfectly safe. Anything in C:\Windows\temp is TEMPORARY and can be
deleted; if anything is still being accessed by a program at the time,
Windows will give an error about it. Any files that are permanantly needed
by a program will be in C:\Program Files\<name of program>.

You might also want to check in C:\Documents and Settings\<username>\Local
Settings\Temp (you'll have to use Start::Run to get there--Local Settings is
a hidden folder) if you're a Windows 2000/XP user--that'll probably be loaded
down with temporary files as well, all safe to delete.
