Is this an IE problem or Outlook

If I build an HTML email with links that specify the same target, when users
click on a link from within Outlook, it launches a new separate IE window.
If I save the email as HTML and run it, every link will pop in the same
window, which is what I want to happen.

Is there something to force Outlook to recognize the TARGET attribute?

Hi,
What you're describing sounds like normal, expected behavior if the user has
unchecked "Reuse windows for
launching shortcuts" in Internet Options> Advanced.

You might experiment with targeting a named window or something else at
http://www.webreference.com/js/tutorial1/names.html
