Well, considering the links come from Microsoft, I would assume it's legit.
Microsoft will never ask you to provide personal information in any e-mail.

Yes, this is a legitimate newsletter. I received exactly the same message
today, but I expect to receive them since I have signed up for the
notifications about security, both the advisory notifications and the
bulletins. If you have signed up for these, then that is why you have
received this newsletter.

Yes. Non-legitimate emails (spoofs) usually invite you to click a link to
obtain an update. Those can be forwarded to (e-mail address removed) for MS's
followup and then deleted. Microsoft will never send such an email. This
is just a subscriber notification.

If you signed up for a Windows Live Account/Passport/Hotmail etc or anything
of that nature, the signup form would have an "opt-in" for receiving
newsletters etc....maybe you inadvertantly overlooked that option and ended
up subscribing to something you might not have intended to.
