Is this a BIOS problem?

I am running Win XP Pro on a Gigabyte GA-8IG1000 mainboard with Pentuim 4
processor.

My computer suddenly froze and I had to reboot. Since this the boot up
screen has columns of chartacters (making it unreadable) and the system
cannot boot up except in safe mode. Does the fact that the problem starts
with the first spash screen mean that the problem lies in BIOS?

I have tried restoring to an earlier time and updating graphics drivers.
Reinstalling windows and altering BIOS settings would be challenging as the
screen cannot be read due to the extra characters.

This was a graphics card problem - the fan had clogged and overheated the
card.
