Is there anyway to prevent an especific program installation?

Hi:
Well, what I need to do is to block the installation of a program, but
without having to create a limited account. I think that it could be a way by
blocking the registry entry or something like that. I hope someone will
answer me.

Is this for a stand alone computer or is the computer a member of a domain?
 
Anything you do, any administrator can undo. Why does this computer user
need admin rights?
