Is there a way to lock down a user on w2k

I'm trying to setup a windows 2000 prof box. I want to
lock down the users so that they can only see/run what I
want them to.

I've tried using "local computer policy" but it locks down
the whole system even for the admins. I only want to lock
down users.

What am I doing wrong?

Is this computer in a domain? How ever a quick solution is to login as the
particular user you want to restrict and use the User Configuration node.
How ever there is better ways if the computer is member of an Active
Directory Domain.
