Is there a way to display the Document Information Panel by Default in Word
2007, instead of selecting Developer tab, Templates group, Document Panel,
then checking Display by default per document? I want the Information Panel
to display by default for each Word 2007 Document.

hi Tom,

Yes, this can be achieved. All you need to do follow these steps:
1. Create a new template
2. Go to developer tab, and show DIP
3. Save the template (as dotx).
4. Zip the package and go to its customXML->item1.xml.
5. Modify <tns:showOnOpen>false</tns:showOnOpen> to
<tns:showOnOpen>true</tns:showOnOpen>
6. After this, all documents created using this template will show DIP by
default.
