Is there a way to disable file compression?

I was just wondering if there was a way to disable the file compression
feature in Windows XP.

I came across this KB "http://support.microsoft.com/kb/328597/en-us" which
worked for disabling compression on a folder level, but what I need to do is
disable file compression on the root of C:\ itself.

Can anyone help me?
 
Right click on C: in My Computer
Uncheck the "Compress this drive to save disk space" box
Click on OK.
You should get a prompt to apply changes to C: only - or to all
sub-directories, etc.
If you choose C: only - it'll go rather quickly
If you choose the all sub's - be prepared to wait! It takes a long while
for it to uncompress the drive

Thanks for the responses guys, but I think I should be more clear.

What I am looking to find out is if there is a way to completely gray out
the option to compress files on C:\. The reason being is because I provide
end-user support for a large company. I don't want our users to be able to
have the option to compress anything on the C:\.

Put a software restriction on compact.exe. or deny the System Account
usage of it by revoking its permissions on it.
