Some email programs have a drop down or button to report spam messages which
reports it to their ISP automatically. Does Outlook have this....I can't
find it....
Maybe it is a ploug in or add-on ?

Not as a built-in function. Some third-party packages might include it.

Outlook doesn't have a "Mark as SPAM" feature. It does allow you to add the
sender address (or domain) to the Blocked Senders list, but that's fairly
pointless.

There are several antispam add-ins available form Outlook, some commercial,
some free. Google can find them for you. Two free ones can be found at
http://spambayes.sourceforge.net/ and http://www.spampal.org/

"Report as spam" is a function of the email service, not the client. Even if
you find a plug-in, you will need a companion service to handle the
complaint. If your email provider offers the service, it is often as simple
as the MTA I use offers: Forward as attachment (or "redirect") to
<[email protected]>, where 'example.com' is the email domain for your
provider. Please note! This is an example, only. Unless your provider offers
the service, don't just make up such a destination. That works for my domain
because I accepted the default when I set up Mercury/32, which is a program
very similar to MS Exchange. Comcast also offers a reporting email address.
But my ISP, "at&t Yahoo! HSI" does not.
