is there a program which will edit the *taskbar*?

someone I know has been searching for: " ..... a 3rd Party Windows
Explorer replacement (Not Internet Explorer) that will allow me to
edit the layout of my taskbar... To say, put the start button on the
right hand side and the system tray on the left...

Any good suggestions?"

he has been Googling, and I have too, but have not found exactly that.
I don't think TweakUI or X-Setup Pro will go that far. Lots of
possible search terms have not answered this. Maybe someone just
knows....and maybe the answer is 'no'.
