Is there a compare utility in Windows? Or perhaps a freeware product?

I know I can use comp in a CMD window to compare, but is there
something within Windows I can use to compare ASCII files? There was
a freeware utility called "File Comparer" by Stas Semenov but this
link is now dead. Thanks
