Is there a bug with multi layer list?

I'm doing a list of requirements with sub list and finding the list process
is getting messed up and going back 2 or 3 list to continue after a major or
minor list.
Example
1) Pet
a) dog
i) fleas
ii) feed
b) cat
i) brush
2) Flowers
iii) plant (references back to 1) Pet last sub list for where to
start indent and numbering problem.

Yes, it's because you're missing Level 2 (a, b, c). Each list level is set to
start renumbering after a particular previous level. If you skip a level, you'll
get what you're seeing (which can be useful, if that's what you need).

I was trying to get it to go to 2 (a), but it goes to iii and will not let
me put in a) without indenting to the next level past iii. Sorry for not
being more clear.

So, if I try to change iii to (a), then i get
2) Flowers
a) plant (when I try to change iii back to (a). I originonally
entered as (a) and it converted to iii and indented to the (i) level of
indention.

I have the original document that this is happening in if I need to forward
to you to see what is happening. Last version of Word I used was 2000. Some
use of 2002, but very little. 2007 is new to me.

When I see that, I immediately check whether I've made a mistake and defined a
lower level with the same positioning as a higher level (in this case, say,
level 5 and level 1 with the same left position).

If that's not the case, then it may be a case of the dreaded "spaghetti
numbering". This means that you actually have more than one "list" defined, and
some of the numbering is part of a different list. In order to get control of
this, it's sometimes best to simply start over...

Here's a link to a series of articles that attempts to make things a bit
clearer. But it basically boils down to Stefan's comment about using styles :-)
