Is texture artifacting always GPU related? Any way to confirm sour

I'm experiencing texture artifacting in games.

Long story short, I've done a lot of troubleshooting, memtests, driver
switches, etc, and I have had no luck and I feel like I'm at a dead end.

Is there any way I can confirm if my GPU simply is faulty or damaged, plain
and simple?

I'm still a bit unsure of how I should proceed. Could it be CPU related? Is
there a settings issue that may be causing it? Etc?
