Is Microsoft disabling Outlook Users' Hotmail accounts?

I saw this post recently in a forum:

MS has decided to protect the users from spam, so they are disabling
Hotmail for computers (users) that have MS Outlook or Outlook Express
installed on it. It has hit our home computers, but if we go to a computer
without MS Outlook or Outlook Express, we can open our Hotmail. Rumor has it
that Hotmail will make a comeback soon, but it won't be free anymore.
Something like US$20.00/year is the rumor.

If you have lots of Emails saved up, try to find a way to transfer/save them
in other Folders.
 
Rumor. This about it- how many computers don't have Outlook express on them?
It's installed on all versions of Windows since 1997 or so - where would you
find a computer without OE?
 
Well I didn't put much stake in it, but I thought I'd ask. This fellow
seems to be having real problems, but they're not coming from where he thinks
evidently. He's posted often and doesn't seem to be prone to exaggeration...
