Is language bar for handwriting in M Office 2003 standard edition

I cant find the language bar for handwriting in Word. I have M Office 2003
standard edition. is it in there. I have followed all the directions in help

Try the steps at http://support.microsoft.com/?kbid=826851, in the
section "How to Install Handwriting Recognition".

According to the "Applies to" section at the bottom of the article, it
does include Standard Edition.
