Yes, but be aware that if you have a CRT monitor with an anti glare coating,
that the sticky glue has enough grip to rip the coating off when you remove
it.

It's the term for a persistant post, always visible, used in Web based
forums.
Things like F.A.Q.'s and forum rules are made stickys. I expect you need to
be a moderator or admin of a forum to do this.

This is not a web forum, it's an NNTP (Usenet) newsgroup.

There is no such thing for this forum. The closest thing would be to set you
computers date far ahead of the actual date, those that view by date would
see it at the top until that future date arrives, that would also get you
added to most everyone's kill file for doing so, so that and any future
posts by you would be blocked from us, so don't do it.

Yes, I know that which is why I specified Web based forums. Of course the OP
could have been posting through a browser interface through google or some
other forum.
There's no such concept in NNTP.

Newsgroups are called "newsgroups" for historical reasons that no
longer matter. They have nothing to do with news, but are typically
places for questions and answers, as well as group discussions.
