Is It a Misleading UI Or a Bug on "quarantine" Option?

This morning, my friend went to office, logged on to his
machine, and AntiSpyware reported one of his VNC
application components as spyware. Of course, he knew that
it's not. So, he selected "quarantine" rather than "remove"
and expected that the option just "examines" the component.
But, AntiSpyware deleted it instead.

Now, he has a broken VNC application and complains to me
about the misleading "quarantine" (right below this option,
there is a "remove" option. So, what's the difference
between "remove" and "quarantine"?)

He is a quite anti-Microsoft guy and dislike the
complicated interface of most Microsoft products. Any
chance to convince him that the existing UI of Microsoft
Anti-Spyware be easier and better?

The usual meaning of Quarantine is that an object is isolated--moved aside
to a safe area where it can do no harm, but maintained, so that you can put
it back, disinfect it, or whatever.

If he goes to Tools, Spyware Scan, Manage Spyware Quarantine, he should find
the removed object(s) available for easy restoration. And if he sets the
action to "always ignore" he should see no further alerts for those
items--and I've done that for VNC on several machines.
