No. FP is a web design and management program. Publisher is a desktop
publishing program for print material.

No they are two different tools PUblisher is for desktop publishing
(print), Frontpage is for developing web sites (online). Publisher is NOT
intended for making websites (it has that ability, but that is not is
primary purpose).
