Looks like you are short some serious context here.
Are you thinking that the 'B' means 'billion' (for one of the values of
billion) ? This might be so in (say) finance (as is often done using M for
million) ... but while common, it is still wrong.
You need to read it in context, ... and if possible, you should ask the
writer what they meant to say so everyone is clear.
