Irritating Toolbar Issue - Need Help!

When we open a spreadsheet in Excel 2000, the bottom desktop toolbar of the
computer always overlaps the bottom part of tabs on the spradsheet program.
It is simple enough to fix by dragging the computer toolbar up and back down
to its original position, this seems to lock Excel into place and shows all
the tabs after this. However, my supervisor wants it fixed from the immediate
opening of the program and I am at a loss. I've gone though all the
settings/options I can find and confirmed that the excel program is opening
into the full screen mode.

Any help or suggestions would be greatly appreciated!

A couple things to check:

-- Does this only happen with Excel, or Word as well?

-- Is Excel Maximized when it starts up? The easiest way to check this for
the sake of this issue is to: when Excel opens and you have control over
Excel [the blue bar is dark blue], hit the 'Alt' key, then the 'Space', then
the 'X'. That maximizes it. If it's already maximized then nothing will
happen.
If it wasn't maximized, this may fix it.

-- Also, what about making Excel smalle when you close it, such that when it
opens it has to be maximized, and again, that should solve it, I believe.

-- Lastly -- can you lock the toolbar?

-- Oh, and really lastly -- what size sceen are you using?
