If I rename a file in an Explorer Window, Windows XP often takes the
renamed file upon completion and drops it to the bottom of the list,
causing me to need to hit refresh or scroll to the bottom to make sure
the file didn't disappear altogether.

Why does Windows XP do this and how can I make it stop?

don't know and you can't

Interesting,
I cannot replicate this, whenever I rename, it remains in position till I
hit F5
I have tried inserting exclamation to get it to the top, same deal.
renaming bulk same deal.
I use classic folder view.
