IPSEC failing on startup

Does anybody have any idea why I would the following error
when I try and start IPSEC in XP Professional:

Could not start the IPSEC Services service on local
computer.

Error 10048: Only one usage of each socket address
(protocol/network address/port) is normally permitted.

I also get the error if I try and run the Nortel Networks
Contivity VPN client.

Any help would be much appreciated.
 
It sounds like there is a conflict with the Nortel VPN client or possibly another
application trying to use the same socket/port. You might try to contact Nortel
support. --- Steve
