4 thoughts come to mind when I read your post.

1. How do you know that there is a file on that disk? Have you tried it in
a different computer?

2. What are the system requirements for the disk? There are Macintosh
specific disks out there.

3. Is it a DVD and you have a CD reader?

4. Will the drive read any other disks?

I have a CD that I know has a movie on it,
"Electra Fun XP"
It is the advice on flying my model aircraft.

Under Windows Explorer there is nothing shown
I have "show hidden files"

Any advice on how I can see what I have on the disk
and how I may be able to play it on XP?

Other way around I think, VCD
but usually, I could at least read the files on disk
even if the CD would not play
4. Will the drive read any other disks?
Yep, I think so, never had troubles before
I have "Power DVD" player installed

I tried on my XP same result
the CD appears to blank, ie unable to be read at all

Is that any help?

The only thing that I can think of now, since this is a Video CD (VCD) is
that the DVD/CD player on your computers can't read the format but your
standalone DVD player can.

What you may want to do to confirm that it can actually handle the VCD
format is to go to device manager, find the brand and model of your drive,
do a search for that manufacturer's specifications for the model.

The DL DVD +_RW on my newer laptop will read Video CDs but the DVD ROM on my
older laptop won't. Both my desktop DVDs will read VCDs.
