?? There's a key on the keyboard that shows inverted commas
("quotes", to us Yanks).
Is the issue that they come out straight rather than curved? See
Tools | Autocorrect Options | Autoformat as you type
and make sure that the box
"Straight quotes" with "smart quotes"
is ticked.
