Inverted comma symbol not functioning in any office 2000 products

When select """ inverted commas function in any windows 2000 application or Notepad, etc, this key does not work
Its not the keyboard as we've swapped a few times, its brand new
Does any one have any suggestions as to what it might be.
 
What are "inverted commas"? Are you refering to "smart quotes" , "curly
quotes" or "single opening quote" and "single closing quote". A better
description is needed to determine what character you are refering to.
Try opening Work and go to Insert, Symbol, and locate it there under
Special Characters.
