Invalid Win32 Applications.

Using WinXP Pro inc all updates, although I can start cmd.exe directly
from the system32 folder, I can't start it via the start/run/.. menu item.
I can start 'command' from the run menu item but can't run ping or
tracert from that DOS box although I can run them directly from system32
folder.

Although I've seen a few articles on Invalid Win32 Applications, all the
advice I can find seems to relate to installations.

This has not always been the case & I'm wondering if there's a problem
in one of the hot fixes that I apply blindly like a lot of other people.
Is there a problem?
