I just purchased a used notebook on e-bay. The sender
didn't log off Windows. How can I create a new identity
to launch Windows when I can't get past the current users

It seems you bought the equivalent of a car without keys . . .
What about media such as the Win2000 CD? Software
licences? Without them you will be stuck sooner or later.
